Answer: I'll tell you how I learned about this phrase.
Once I came out to buy some milk around 3 in the night (I live
in suburbs), and there was a guy coming to me asking if I had
any problems. He wanted something, I guess. So, I just didn't
pay attention to him, and he became pushy. Then there was his
friend rushing to us, shouting "Cho za galima takaya?!" --
it means "What the fuck is happening here?". He told
his friend to shut up and leave, and told me he was sorry for
his friend, and that everything is ok, he's just a bit drunk.
