| I arrived in Russia in August on a three month private visa. My wife who is Russian invited me. I intend to live in Russia and applied for a residence permit. My VISA runs out on the 2nd December (tomorrow) but my residence permit isn't quite ready. I know it normally takes six months but a family friend of a friend who works in the OVIR office said she will do it quickly, ie: two months. We went to see her today. She told me she is only waiting for one piece of paper to come back but everything is OK. She also told us that I can stay three days after my VISA expires until the temporary residence permit is ready. Is this correct. My concern is that if for some reason the residence permit takes alot longer and I leave Russia my Private Visa will have expired. She has told us not to worry, but I am, even though she is the head of the dept that issues the permits etc. Any advice would help, should I leave Russia before my Visa expires on the 2nd?? |

Given the facts as you've stated, I wouldn't leave. While I typically tell folks to not overstay their visas, the fact that you have a friend in OVIR who is the head of the department... well, I'd go with that.

It's quite a performance. First you need a personal invite, not tourist or business. You then go to the OVIR with whoever invited you. They will give you a list of things that you need. We had to get a certified translation of my passport, a copy of my wifes passport. I had to go to three different hospital clinics for; TB test, Aids test, Sexuall transmitted disease tests, leprosy tests !. Once you have the test forms all stamped and signed you take the completed covering form with the tests (must all be negative) and passport copies, your invitee residence registration, seven passport sized photographs and seven stamped envelopes. MOst IMPORTANTLY you will need an original certificate or letter from your home police confirming that you have no criminal convictions. All to hand in to the OVIR office. It then takes 2-6 months. The system is that if you don't need a VISA to enter Russia then it will be two months, If you do it will be six months unless you have someone friendly in the OVIR. During the waiting time, I had a visit from the police to check that I really was living where I said I was. OVIR send out letters to the hospitals and police and they then wait for replies. I got my residency, valid for three years after two months. I then had to go and have my finger prints taken and my wife had to get "form 8" confirming her registration. This was to register me also at the house. This took a day but allow two days. Cost wise. The residency cost 800 roubles, the registration 200 roubles. Plus boxes of chocolates and bottles of brandy as thank you presents for particularly helpful girls.
Now that is not the end! Once you have your residency and your registration you must immediately apply to OVIR for a VISA, yes a VISA. You will be illegal if you do not. Basically you need another certified translation of your passport, 4 passport photographs, resitration certificate of where you live plus a completed form and pay 200 roubles at a bank. The VISA takes 20 days or so to process. This then makes you legal. You get a sort of book with which every time you leave the country one exit visa will be torn out. I think that is about it. Be prepared for lots of waiting and running about and I mean lots. You will need a Russian speaker or be able to speak Russian or frankly forget it. By the way if while you are waiting for residency your visa runs out you must leave the country, get a new visa and re enter Russia..Hope all that helps. |

If you are talking about a private invite (priglazhene) and that is all you want then the cost is 200Roubles payable at a bank. The wait is approximately 4-6weeks. You will need to send a copy of your passport too. The person inviting you will also have to show her residency and proof of income. Do you know/have you met the person inviting you? If not please be careful about sending money as it is a common scam. Whoever is inviting you should certainly be able to find 200 Roubles. |
