I have read in a few places that there is a skills shortage in Russia, and of horror stories of electrical engineering graduates taking positions beneath them in the States on account of lack of hiring. In addition, I foresee the tax burden and cost of living in the States, as well as the job creation patterns that continue to favor low-skilled part-time positions whose pay does not keep up with even the lowest readings of inflation. Even my father, himself an engineer who has been with a Fortune 500 for over 25 years, says that his raises are not keeping up.

Thus, it has become necessary to undertake due diligence on this matter. Are there electrical engineering positions being created in the Land of the Tsars, and if so, where are they being created, do they pay decently given the tax burden and cost of living, and what level of Russian language proficiency would be necessary? I have not yet studied the language, but hope to should Russia turn out to be a wise move.

In addition, I have been looking into Dubai, where there is no income tax. What do you think of that boom-town?
